A row costs the same whether the cell holds ten characters or a thousand, so a run costs what you can count before starting it. Repeated cells cost nothing — identical inputs are served from cache, so recalculating a sheet does not bill you twice.
Looked-up facts cost more because they are more expensive to produce: every one runs a live web search and returns the sources behind it, rather than answering from what a model happens to remember.
